Due to this, some restrictions were placed on institutions to issue new visas to individuals from these nationalities.

The change was implemented to focus on demographic diversity in institutions, promote equal employment opportunities and empower UAE nationals, and to ensure staffing levels meet a certain percentage.

But there were widespread fears that the passage of this law would greatly reduce the chances of job seekers from Asian countries including India. The restriction was also likely to create a crisis for those who resigned from their current job in order to take up a new job and are waiting for a new visa.
