Dubai RTA Introduces Automated Passenger Counting to Combat Fare Evasion

Dubai’s Roads and Transport Authority (RTA) is set to roll out an advanced automated passenger counting (APC) system in new buses to reduce fare evasion. This technology will accurately track the number of passengers and verify their fare payment through the automated fare collection system.

Current System and Challenges

Currently, passengers are expected to tap their Nol cards upon entering and exiting the bus. However, some have avoided this process, leading to fare losses. The RTA has imposed a fine of Dh200 for fare evasion to deter such behavior.

Deployment of New Buses

The APC system will be implemented in 636 new buses scheduled for deployment this year and next. This fleet includes 40 electric buses, 146 articulated and double-decker buses for high-density routes, and 450 city service buses.

In addition to APC, many buses will feature the Raqeeb system, which monitors driver behavior to improve conduct and enhance passenger safety. Driver identity verification will also be integrated with the operating system.

How does APC Works?

The APC system uses sensors to instantly and accurately count passengers as they board and alight. This provides real-time data to ensure that the number of passengers matches those who have paid with their Nol cards. Beyond fare verification, this data can optimize bus deployment according to passenger demand and peak times.

Crackdown on Fare Dodgers

In a six-day inspection last April, 1,193 passengers were caught evading fares. Saeed Al Balushi, Director of Passenger Transport Activities Monitoring at RTA’s Public Transport Agency, emphasized ongoing inspection campaigns to detect violations. He urged commuters to consistently use Nol cards to ensure efficient use of RTA services.

RTA’s Extensive Network

RTA operates 1,518 buses on 119 routes, including connections to metro stations and intercity services. Covering 82% of Dubai’s urban areas, the network serves approximately 369,248 passengers daily. These enhancements aim to maintain high service standards for residents and visitors alike.
